I think the text is OK, but I'll add a link to the page in LFS.

However I'll note here that whether xindy is installed or not depends on the options 
chosen with the install-tl menu. In my system, I chose a minimal install as described 
in the paragraph starting with "For a minimal install,,," and it did not include 
xindy at all.  We cannot describe every combination of options, but I'll try to
make this sentence better.
