BUILDING.txt in the tarball says:

-- Optional ffmpeg development kit support (libav)
   * You might have to enable additional repositories for this. E.g.,
     on RHEL, EPEL and RPMFusion (free + nonfree) need to be enabled.

So is the word "optional" simply wrong here?
