Looking at this issue a bit, I suspect the reasoning is that Klaus doesn't
have docbook-xml configured correctly. In BLFS, the compatibility settings
to allow 4.1.2 are in the Configuration Information section of
docbook-xml-4.5. docbook-xml-4.5 is a required dependency of xmlto, which
is what is failing in the issue that Klaus submitted upstream.

Klaus, please make sure that you follow the configuration information
section of docbook-xml-4.5 and then try again :)
