Thank you for the report! I just checked their repository on Github and 
their repo on Sourceforge and confirmed this:

"libjpeg-turbo 3.0.1 and earlier will remain available on SourceForge 
for the foreseeable future, but libjpeg-turbo 3.0.2 and later will only 
be available on GitHub and packagecloud."

I've filed ticket #22621 for this so that we don't forget.
