Do you have ACPID (https://linuxfromscratch.org/blfs/view/svn/general/acpid.html) installed by any chance? In case you do there is this note on the top of that page you may want to pay attention to about this package potentially conflicting with some other "power related" ones.

No idea if it's got anything to do with your current problem, of course, but worth considering, I thought. I chose not to install ACPID during my latest BLFS build and I do run the SDDM+KDE combo as well as you and I can restart or power down my rig just fine. So for this particular use case this package is indeed quite possibly not needed.
