Wrong locale settings on ALFS build (Systemd )

I have just completed a large ALFS build (r12.3-71-systemd) and the results
have been good, Howerver I seem to have got the locale settings messed up.

I need an English British setup.

my console appears ok with /etc/vconsole containing

KEYMAP=uk
FONT=lat0-16

eg the £ symbol (SHIFT 3) etc is ok.

The problem starts when I start an X11 environment when shift 3 reverts to the
# symbol.
and Qt complains about the locale:

Detected locale "C" with character encoding "ANSI_X3.4-1968", which is not
UTF-8.
Qt depends on a UTF-8 locale, and has switched to "C.UTF-8" instead.
If this causes problems, reconfigure your locale. See the locale(1) manual
for more information.

The output from locale is:

LC_TIME="C"
LC_COLLATE="C"
LC_MONETARY="C"
LC_MESSAGES="C"

LC_NAME="C"

LC_IDENTIFICATION="C"
LC_ALL=

/etc/locale.conf contains:

LANG=C

The output from env |grep TERM is:

COLORTERM=rxvt
TERM=rxvt-unicode

If I ssh into the new system the terminal behaves correcly in terms of the £
symbol but Qt still complains about the locale.

Could someone please suggest a correct set of settings please.
