This shouldn't happen.  Have you rebuild systemd and shadow with PAM
support and rebooted the system?

"Systemd (rebuilt with PAM)" is a recommended runtime dependency of
Xorg, and we already say "you should rebuild Shadow now" at the end of
Linux-PAM page.
