Cups is 'Recommended' for libreoffice. See the 'Notes on Building Software' page (Look for 'Dependencies') for a full definition of recommended, but a part of it says 'if a recommended dependency is not installed, the built package may lack some important functionalities.' We cannot realistically cover all the different combinations so we leave it up to the users to troubleshoot and fix issues when deviating from the book.
