  I found out that the brightness slider is supposed to show up on 
laptops (with a battery and power management exists) by default. I 
installed v102 of dash-to-dock extension on my laptop and the brightness 
control seemed to magically appear.  Don't know why, but I am certain it 
wasn't there before.  There also appears to be a gnome extension at 
https://extensions.gnome.org/extension/4652/adjust-display-brightness/ 
but I have not tried it.  I have also found information that implies it 
will not show up on machines where the kernel has no way to control your 
monitor brightness.   That is two possible reasons why it doesn't show 
up on my Intel machine.
