Blfs 13.0 - gnome-control-center-49.4

When building blfs 13.0, gnome control center does not build with blue prin=
t compiler 0.18.0
But when doing a , as sudo -E su
 pip3 install blueprint-compiler, it downloads version 0.20.3
Then gnome control center compiles
