 I'm not sure why you want to remove 'mkdir /usr/lib/locale'.  I did that
 and glibc failed.  I guess that's what you meant by "moved back to 8.5
 Glibc".  The question is why it makes a difference where the directory is
 created?  To me it makes sense to keep it into the "Creating Directories"
 page.
