 Release notes for 2.77 2025-10-26

 - Fix mistakes in setcap for reporting errors: report them with
   the appropriate filename.

 - Fix bug in cap.GetIAB().

 - Improve libcap managed memory allocation and support CHERI RISC-V.

 - Add (unverified) support for the PSX mechanism on microblaze, arc,
   openrisc and xtensa architectures.

 - Add C++ support to the run a .so file as an executable mechanism
   employed by libcap.so, libpsx.so and pam_cap.so. Not really necessary
   for the libcap build tree, but wanted to capture the details of a
   recent update to a Stackoverflow answer on the topic.

 - Use BUILD_LDFLAGS when compiling _makenames.
   - Fix broke some builds, so will revert and apply a more comprehensive
 fix.

 - Fixed sendmail issue discussion link.

 - Some debugging fixes for use of the kdebug/ testing setup,
