 Another option would be add zlib into ch. 07 (before Python) instead of
 hacking meson.

 It would have an additional benefit that we'd be able to extract the
 sqlite doc zip archive using `python3 -m zipfile -e`, so we'd no longer
 need to reformat the archive and upload it to anduin.
