On the i386 and amd64/x86-64 architectures, a 32bit processor can run a 32bit OS and a 64 bit processor can run either a 32bit OS or a 64bit one. Other architectures vary: arm 26, 32 and 64 bit architectures have their own rules. ia64 (Intel Itanic) can only run 64bit OSes.
