A system like this is supposed to be a minimal system that could still
bootstrap:

You can check here for links to lightweight alternative libraries and programs:
http://wiki.musl-libc.org/wiki/Alternative_libraries

If you check some of the uclibc or musl based distributions, many are
fairly minimal and will give you an idea of what basics you need in a
system.
