build a toolchain without the use hard links

is there any way to build and install a toolchain (binutils, gcc, glibc) on
a system that does not allow to  create hard links? GCC and binutils tend
to create hard links of some programs inside the sysroot (ld, as, etc). How
can I disable this behaviour?
