(Ba)sh scripts execute fine on a noexec mounted partition IIRC, if
anything by just runing /bin/(ba)sh <script> and they are quite
powerful. same for perl scripts probably or other script languages.

and what about /lib/ld-linux.so.2 <binary on noexec> ?
