What he/she _allegedly_ wrote. We still don't know that for sure. In
addition, the conversation was presented in a misleading way insofar as
it was easy to assume that the OP was "newuser" which he wasn't, as he
later confirmed. And so, unfortunately, Xi and Michele wasted precious
life-time answering a question that wasn't asked.
But let's assume for a moment that the chat was real:

Impolite, arrogant, at least partially wrong and in one case ("care for
ban?") indeed intimidating and overstepping his competences (I assume).
That person really seems to work hard to be disliked and ignored.
But even if this was not an isolated incident: it would not justify the
hefty accusations made by the OP. In a way that was an attack at the
same low level as one would expect from the likes of "cyberbully". But
I appreciate that the OP apologized.

Let's not forget that there was also "niceguy". So that chat would not
have been a lopsided experience for "newuser".
We all know that from time to time one encounters the "cyberbullies" of
this world. One has to learn to deal with that. Ignore them or stand
up to them and not just cringe and fold. I think a project cannot
simply ban or debar every person that an other person doesn't like or by
whom that person feels intimidated. The definition of "asshole" is a
very subjective one, after all.

Suggestion: If the editors agree that someone causes damage to the
project or falsely pretends to be able to act in the name of the
project, that person should be given an unmistakable warning in form of
an official "cease and desist" note. That note should also spell out
the consequences of a violation: a ban for 6 months and if that doesn't
help a ban for good.
