You can use the systemd version and you only need to add the rpi bootloader and kernel. You will also need to use the correct gcc options for the rpi you are building upon, armv7 or aarch64. Some tickling of glibc is also needed/required. pilfs is a good reference but it leaves a lot to be desired as it will give you a bootable system, but one that lacks optimizations for the rpi you are running. I have ran my own custom "os system" on the rpi platform since the rpi 2, you do the math.
