That's not true.  We actually try to make things as simple as possible.
In this case, the simple way is to build with an active network connection.

Note that in many ways we are constrained by what upstream publishes.

I suspect that the upstream developers want downstream users to use the latest 
versions of those crates.  That does not seem very wise to me.  I agree that upstream 
should include known good files instead of downloading them at build time.
