I think you got this wrong.  If the user follows the instructions he is
still in the  /build  directory when the time-zone-data are untarred.
And the time-zone-data are untarred into this directory.  The program
"zic" which is then used to compile/install the timezones has already
been installed at this point with "make install".  Thus it is neither
necessary nor would it make sense to "cd timezone".
