I started to see this a little over 12 hours ago.  I cannot find any information 
about it either.

For lfs-13.0 you can download from one of the lfs mirrors:
   https://www.linuxfromscratch.org/lfs/mirrors.html#files

See, for instance, https://ftp.lfs-matrix.net/pub/lfs/lfs-packages/13.0/
