Building 13.1-rc2 Error During Phase 4 pkgconf

Hi everyone,

During a test build of 13.1-rc2, I have the error below which indicates
that gzip.py is trying to import zlib.py, and failing. When I poke around
in the python source directory (/usr/lib/python3), I see that in fact
gzip.py exists, and zlib.py does not.

Any ideas on the best path forward here? Do I need to download or otherwise
obtain the zlib.py module? Is there a make flag or similar that I can (or
should) use to ignore this?
