Add to this the fact that, for example, even across firmware revisions 
the signal measurement metric can change -- and this did happen in the 
prism2 line.

I didn't write the IWSPY code in linux-wlan-ng, but it seems that it 
is improperly handling signal strength reporting.

Even under the best of circumstances, these figures will never be more 
than a general "in the ballpark" value.
