Fedora tries to initialise all the interfaces specified in /etc/sysconfig/network-scripts/ifcfg* . It does this early, in /etc/rc.sysinit . Removing the alias in mod(ules|probe).conf stops this happening for wlan0 (though not very elegantly!) and everything works fine without it.
