'sudo' asks for the user password, not the root password.

You can configure sudo to run with no password either, and you can also=20
lock down sudo so that it only allows that user to run that one command.

But back to your original question -- technially, all network=20
configuration requires the ADMIN capability, usually only available to=20
root.  Your distro network scripts use some setuid trickery to work=20
around this so mere users can up/down network interfaces, but not=20
configure them directly.
