Why is not having a dump considered an error?

In /sbin/lkcd, when lcrash cannot find a dump (which is usually the=20
case), this triggers an "exit 1" which will then cause boot.lkcd to set=20
the status to failed.

Why is this? Not having a dump is not an error, or is it?
