Issues with Spam

I've converted these two lists to approval+confirm on subscription
and confirm on E-mails sent.  It shouldn't cause a significant delay
in any discussions that go on if the approval scripts work properly,
and hopefully will reduce the spams that are coming in, especially
to lkcd-general.
