What we really need are the people who work on the apt/packaging
infrastructure side of things from debian. Do you know who they
are/could you get in touch with them?

No, it's barely even born yet. The fact is though it makes more sense
IMHO to transition first to a state where multiple packaging systems can
peacefully co-exist, and then create a new packaging format. We might as
well improve the current situation before diving in and inventing new
file formats, as really that's only one small component of the problem.

There are lots of issues. Not just the packages themselves, you've got
the networks, binary portability, relocatability etc etc

I think a good start would be aim towards allowing the current
lowest-common-denominator LSB packages to be a bit less
lowest-common-denominator, and have dependancies, after all managing
deps is one of the biggest advantages of package management in the first
place.

That involves solving quite a few other problems along the way, but
that's OK because we'd have had to solve them anyway even if we were
starting with a new format.
