lockf missing ?

Shouldn't the lockf be part of LSB ?
I see lockf defined as 
extern int lockf (void);
in the lsbdev-base header unistd.h
My man page says

#include <sys/file.h>

       int lockf(int fd, int cmd, off_t len);

and
CONFORMING TO
       SYSV, POSIX 1003.1-2001

The various flags (F_LOCK,F_TLOCK,F_ULOCK,F_TEST) also doesn't exist.
