I think the Trolltech page you pointed to handles this
pretty clearly.

first purchase a development license from Trolltech.

The kernel is a completely different situation, it provides
services to, but is not linked with application programs,
and does not impost any restriction on them.  GPL libraries
do impose a restriction on the programs they are linked with.
