My $0.02:

I think it makes little sense for an lsb-application to have 
lsb-conforming plugins. For instance, if Maya were packaged as and 
lsb-app, plugins for Maya would only be concerned with Maya, not with LSB.

I think it makes a lot of sense to have lsb-plugins for components 
(modules?) of an lsb-runtime. (Mozilla?)
