LSB-Core 3.1 Specification Release Candidate

There are just a few days left to look at the
LSB-Core 3.1 release candidate.  For this release,
only the lsb-core book is updated, not the graphics
or c++ books; a separate 3.1 release will be made
for those later.  The purpose of this split release
is the final ISO edits for the lsb-core, this is
what will be published as IS 23360.
