commands added

For LSB 3, three of the new required
commands have been added: mailx,
logger, pax.  pax was already built in
phase4, moved to phase3.  logger comes
out of util-linux, but was previously
exlcuded by the install-only-needed
patch.  mailx is provided by the nail
package, newly added.

the lp command is still missing, as
are lsbinstall, install_initd, remove_initd

librt required no effort, it was already
built and installed from glibc.
