ppc32 kernel patch

Right now, there's a ppc32 kernel
patch defined for 2.4.18.

It's not applied in the kernel build
xml file in phase4b.

It's apparently intended to apply to
the kernel-header build in the
bootstrap phase, but the conditional
is on <ppc> not on <ppc32>, so I believe
it's being ignored - looks like this was
the one place where the xml wasn't changed
when nALFS changed, I can't find any other
instances of <ppc>.

I'm planning to roll the kernel forward
to 2.4.19, which doesn't have a ppc32
patch anyway - I'm guessing patches are
not needed (nice if someone could confirm).

Thus, I intend to ditch any mention of
the ppc32 kernel patch.
