RE: ncurses broken in phase3

Fixed; just needed a DESTDIR= for the install.

Next sets of problems:

- shadow is making assumptions that
aren't correct for lib64 platforms

- bzip2 is making a symlink to a
version-specific .so name, but we
don't use that version of bzip2
any longer :-(   I've just added a
change for this (untested) but wonder
why there's so much hand-fiddling in
the bzip2 package...

- the lsbsi-intermediate build is
dying in the xfree86 build
