Where there are base symbol versions that were not yet in use in 2.x, but which
are in widespread use by distros targeting LSB 3, the symbol versions should be
considered for uplift. Not clear what the highest acceptable glibc version is:
GLIBC_2.3.3? GLIBC_2.3.4?
