I really don't like the idea of an environment variable.  The nightmares are
immense in terms of how an application sets it, whether the application inherits
it from the user running the application, etc, etc, etc.  In my opinion it would
create more portability problems than it would solve.

As for the problem, do we have cases where we *require* (as opposed to allow) a
behavior forbidden by POSIX?  We've tried to avoid that, for this kind of reason.

If we didn't do what the above paragraph recommends, fixing such a case might be
a two step process.  In LSB 3.0 we might allow either the old behavior or the
new one.  In LSB 4.0 we might allow only the new.  This would allow a system to
support 2.0 and 3.0, or 3.0 and 4.0, but not 2.0 and 4.0.
