[Bug 784] New: Generalize installation namespace rules

Currently at least two sections of the installation chapter describe how the
shared namespace that will be installed into is managed. One is for initscripts,
one is for cron entries.  As other facilities are added that installers can
affect, it becomes a bad idea to duplicate this information. Abstract the
namespace management rules into their own section and have specific uses refer
to that section.
