[Bug 785] New: need general LSB facility installer

There are many system and user files which could potentially be installed by a
conforming package. At the moment the LSB specifies a small set, including cron
entries and initscripts.  The latter is done by using the lsb-invented
"install_initd" and "remove_initd" commands.  This mechanism should be
generalized, so that there is one installer and one remover command which can be
given a facility name and a file and go install the appropriate facility in a
system-defined way. If we don't do it this way, we'll have to keep adding new
ways as new items come up.  See, for example, bug 745 for one such request. 

Note: these should be defined in a way compatible with the existing *_initd
commands so that the latter could be implemented as a wrapper calling the new
commands.
