[Bug 795] New: lsbinstall does not currently meet crieria to be in the LSB

lsbinstall is a LSB invention, of which there is no known sample implementation.
 The behavior is also not tested in the test suite.  Because lsbinstall is not
implemented in any distribution, a extensive test suite for it is critical.  The
new functionality in lsbinstall shouldn't be in the final 3.0 release unless it
can be fully tested.  Development of the test suite will liklely require the
development of a sample implementation.
