[Bug 804] New: getlogin_r missing from 1.3.17.1 Interfaces for Standard Library

The reentrant version of getlogin(), getlogin_r() is not required in the LSB.
This is a thread safe function from ISO/IEC 9945, and is tested by
vsthlite in PTHR.os/procenv/getlogin_r.

Consider adding it.
