[Bug 823] New: install_initd should have a query option

the initscript system should have a query option to enable testing. Since what
happens behind install_initd now is opaque, it is quite difficult to design
non-invasive tests to see if it's done the right things.  We should consider
what information a test could make use of and design a way for the initscript
system to answer back with that information when queried.
