[Bug 830] New: package rules require manual intervention

For large-scale installs (many individual systems or a grid), a scheme that
requires manual intervention to make the software usable is not acceptable. 
Current LSB package rules require install to /opt/lsb/{package} or
/opt/lsb/{provider}.  Packages are not allowed to add entries to /opt/lsb/bin
and other "common" directories.  In this case, either the sysadmin has to
manually create symlinks to the common directory, or someone has to add the path
to the package binaries to (each) user's PATH. This is an unreasonable burden in
situations where there may not be a dedicated sysadmin for each system and
installs may be pushed from a central location. Further, the symlink scheme is
prone to failure across upgrades as things may change in later package versions
but if there are manually created symlinks there's nothing that can detect and
fix this.

[Note - this bug is the result of private email from a respondent outside the
project reviewing LSB 3.0pre; my efforts to get the respondent to file the bug
were apparently unsuccessful].
