RE: LSB System Initialization chapter

As a followup, based on favorable feedback from
a few reviewers, the below changes are reflected in
Preview2.  Tobias had raised a change in behavior
in one area (the init functions), but that regression
was present in the Preview1 wording that I started
from, so I left it that way and filed a bug on it
and we'll make sure to fix it for the release candidate.
