[Bug 868] New: stylesheet needs to put all TOC at the front of a bookset, not scattered through it

For the PRINT stylesheet (doesn't matter for the HTML one), a <SET> of books
should have ALL the TOCs pulled to the front of the set, and not printed at odd
places throughtout the set. (and if we could print indexes, the same would apply
... but we don't do indexes yet!)
