Announce: LSB 3.0 RC1 is out

LSB 3.0 specification Release Candidate 1 is now
available for review at:

http://refspecs.freestandards.org/lsb.shtml#LSB_3_0_0

The review period will last for the month of May.
If there are enough problems reported to warrant it,
the specification may be refreshed (rc2, etc.) during
this period. We do not anticipate extending this
public review period unless there are showstopper
problems that cannot be resolved by June 1.  If
there is a refresh, it will be announced here.
