[Bug 896] New: Script Naming conventions are inadequate

The Script naming conventions defined in 29.7 do not prevent an implementation 
from having non-lsb init scripts which conflict with the namespace as defined 
in this section. 
 
On solution is to gut this section, and depend on lsbinstall to perform 
conflict resolution when installing an init script.
