This is another ease-of-use issue.  We know that the LSB specs are additive,
where you must combine the generic and arch-specific pieces, but this is very
hard to do when the generic wording not only doesn't give you a hint to look in
the arch-specific, but in fact suggests that you need not do so:

22.12.1.1. Interfaces for Unwind Library

   No external functions are defined for libgcc_s - Unwind
   Library

In fact there are functions, they're defined in the archLSB. Requested change is
to indicate there may be external functions defined by the archLSB. Since
updating this wording does not imply a functional change, I've initially marked
this as a 3.1, not a 3.0 bug - feel free to reassign the blockers.
