[Bug 967] Require distros to follow naming conventions

See the first bullet in the naming rules under both the cron (20.1) & init 
script naming (20.7) sections. If someone like samba were to register the 
assigned name 'samba', then we would immediately have a conflict with most 
runtimes. Note that someone could register an assigned name at anytime, which 
would place existing certified runtimes in conflict.
